The much-anticipated Beijing 2022 Winter Olympics and Paralympics are approaching, and the Olympic flame will once again be lit in Beijing. The Beijing 2022 Winter Olympics and Paralympics Mobilization Meeting was held on the afternoon of December 31. Cai Qi, Secretary of the CPC Beijing Municipal Committee and President of the Beijing 2022 Organizing Committee (BOCOG), emphasized that the preparations for the Winter Olympics have reached the critical final stage. We should follow General Secretary Xi Jinping's important instructions on the Beijing Winter Olympics and Paralympics to strengthen our sense of responsibility and urgency and make persistent efforts to complete all tasks with the highest standards in the final stage with the aim of presenting the world with a simple, safe and splendid Olympic Games and writing a new historical chapter of the city as one that hosts both the Summer and Winter Olympics. Wang Xiaohong, Party Secretary and Deputy Minister of the Ministry of Public Security in charge of daily work; Gou Zhongwen, Director of the General Administration of Sport and Executive President of BOCOG; Chen Jining, Deputy Secretary of the CPC Beijing Municipal Committee, Mayor of Beijing, and Executive President of BOCOG; Zhang Haidi, Chairperson of the China Disabled Persons' Federation and Executive President of BOCOG; Feng Zhenglin, Vice Minister of the Ministry of Transport and Administrator of the Civil Aviation Administration of China; Qin Yizhi, Deputy Director of the State Administration for Market Regulation; Li Wei, Chairman of the Standing Committee of the Beijing Municipal People's Congress; Wei Xiaodong, Secretary of the Party Leadership Group of Beijing Municipal Committee of the CPPCC; and Zhang Yankun, Deputy Secretary of the CPC Beijing Municipal Committee, attended the meeting.
Cai Qi emphasized that hosting the Beijing Winter Olympics and Paralympics is a major decision made by the Party Central Committee with Comrade Xi Jinping at its core based on the overall status of China's reform, opening-up and modernization drive. It will also be a landmark event at a critical historical juncture. General Secretary Xi Jinping was personally involved in the planning and promotion of relevant activities by making important instructions at every key point and providing fundamental guidelines on hosting the Winter Olympics. We should have an in-depth understanding of the significance of the Beijing Winter Olympics and Paralympics, regard the hosting of the Games as one of the country's most fundamental interests, make sure that it would be green, inclusive, open and clean, and present the world with a simple, safe and splendid Games. As Beijing will become the only "dual-Olympic" city that hosts both the Summer and Winter Olympics, which is a special honor and sacred mission, we should live up to our responsibilities and ensure the success of the Games to the best of our capabilities.
Cai Qi emphasized that in the decisive final stage, we must mobilize all forces and go all out for the Winter Olympics preparations, so as to successfully complete the glorious task entrusted by the party and the people.
The simulation exercise of the operation and command system of the Games should be carried out to ensure a smooth command process and efficient venue operation. The operation headquarters with one office, one center and thirteen groups should earnestly fulfil their duties during the Games, adhere to daily scheduling, and resolve problems in a timely manner. Operators of venues should take the primary responsibility to improve operation management by rehearsing each position's tasks and refining every detail, ensuring efficient and rapid response during the Games.
The epidemic containment measures during the Winter Olympics should be integrated with Beijing's regular measures to avoid large-scale outbreaks of imported cases and local transmission. In accordance with the requirements of the Winter Olympics Playbook, we should strengthen remote control and implement strict closed-loop management, strict epidemic prevention measures in venues, and other prevention and control measures. We should adhere to the strategy to tackle both imported and domestic infections, tighten the policy for people entering or returning to Beijing, and encourage citizens to stay put during the Spring Festival holiday and avoid unessential travels out of Beijing.
The organization and the services of the Games should be steadily and orderly promoted to greater perfection. In accordance with the principle of "three competition zones with one standard", quality services should be guaranteed to provide athletes with a good competition experience. The weather forecast should be accurate, and all systems, facilities and equipment should work properly. We should improve medical treatment capabilities, provide efficient and convenient transportation services, and arrange for hotel services. We should build the Winter Olympic Village into a place where athletes from all countries can feel at home and make volunteers "a beautiful sight to behold".
Promotion and media coverage must be ensured to build up anticipation of the Beijing Winter Olympics. We should prepare for the torch relay and opening and closing ceremonies, promote the Olympic spirit and the splendid competition events and athletes, display China's development achievements and the great momentum of its march forward in the new era, and send the world a message of our times – Together for a Shared Future. Efforts should also be made to strengthen the organization and operation of media centers to improve the quality of media services.
Olympics-related foreign affairs work must be carried out in a meticulous manner to protect China's reputation and interests and ensure that guests from countries around the world find their participation in the Games worthwhile and rewarding. We should do a good job in receiving distinguished guests from countries around the world, organizing activities for diplomatic envoys in China, and assisting in organizing conferences such as the plenary session of the International Olympic Committee. We will fully consider the needs of all participating parties and provide high-quality services to show China's consideration and hospitality as the host country.
High-level city management should be promoted to ensure a beautiful and clean urban environment. We should maintain urban transportation by ensuring smooth traffic during the Winter Olympics and minimizing the impact on citizens' lives; strengthen the security and emergency management of water, electricity, gas, heat, communication, etc.; carefully arrange the urban landscape and improve the urban environment; implement the system of accountability for workplace safety to eliminate safety risks; and fully carry out the five major actions of "Building a Civilized City for the Winter Olympics" and hold Winter Olympics-themed urban culture and winter sports activities.
Preparations for the Olympic and Paralympic Winter Games should be made simultaneously to fulfill the promise of staging "two games of equal splendor". Work on torch relay, opening and closing ceremonies, competition organization, venue operation, reporting and broadcasting of the Winter Paralympics must be done as scheduled. We need to strengthen professional training, fully consider the special needs of the disabled, and provide personalized and classified services. Also, we will ensure quality promotion and media coverage to demonstrate the untiring spirit of disabled athletes and promote the development of programs for people with disabilities in China.
Cai Qi emphasized that the preparations for the Winter Olympics and Paralympics are a complex and systematic project, which requires concerted efforts, great unity, coordination and cooperation from all parties. All working groups, departments, and units should uphold the spirit of "never stop, never make a single mistake and never miss a day's work", with major units playing a leading role, supporting units playing a bigger role, and leaders and cadres at all levels guiding the work, making sure that work can be done at every level step by step. We should be committed to organizing a clean Games. All participants of the Winter Olympics should treasure their glory and cherish the supreme honor of taking part in the preparation of the Winter Olympics by performing their duties with spirit and enthusiasm, applying strict standards and racing against time, with the aim to successfully host the Olympics and jointly make brilliant achievements.
At the meeting, representatives from the competition zones, competition venues, non-competition venues, and the working groups of the operation headquarters gave speeches.
Participants of the meeting at the main venue and sub venues include: leaders of the Beijing Municipal Committee, the Standing Committee of Beijing Municipal People's Congress, the People's Government of Beijing Municipality, and the CPPCC Beijing Committee; leading officials of the operation headquarters of the Olympics operation and command system, each working group, leading units of the special work coordination group for the Winter Olympics, relevant departments, the joint prevention, control and coordination mechanism for strict management of visits to Beijing, and leading officials of all districts, departments and units.
