The Commission for Deepening Overall Reform of the CPC Beijing Municipal Committee held its third session on the afternoon of December 2 to deliberate on issues regarding the "Plan for Establishing a Sound Mechanism to Realize the Market Value of Ecosystem Goods and Services", "Guidelines on Supporting Beijing's New Audiovisual Industry in Improving International Communication", and "Report on the Work on Promoting the Experience of Primary-Level Reform and Innovation". Yin Li, secretary of the CPC Beijing Municipal Committee and director of the Commission for Deepening Overall Reform of the CPC Beijing Municipal Committee, presided over the session. Yin Yong, deputy secretary of the CPC Beijing Municipal Committee, acting mayor, and deputy director of the Commission for Deepening Overall Reform of the CPC Beijing Municipal Committee, and Wei Xiaodong, chairman of the CPPCC Beijing Municipal Committee, attended the session.
According to the session, establishing the mechanism to realize the market value of ecosystem goods and services is an important measure to implement Xi Jinping Thought on Ecological Conservation and the philosophy of "lucid waters and lush mountains are invaluable assets". The significance of this task should be fully recognized with pragmatic steps taken to create a new model of ecological conservation that embodies Beijing's unique role as the national capital. Specifically, efforts should be made in the following aspects: 1) building a foundational system for realizing the value of ecological products with a focus on the definition and evaluation of ecological products and improving the statistical system of the Gross Ecosystem Product (GEP); 2) improving the compensation mechanism for ecological products that features a sound municipal transfer payment system and a damage compensation system based on GEP; 3) improving the implementation mechanism for the realization of ecosystem goods and services under which environment protectors are rewarded, users pay, and destroyers compensate to form a favorable climate for all parties to take part in eco-protection and restoration; 4) incorporating GEP accounting results into the overall evaluation of how well districts have performed in pursuing high-quality development when appropriate.
In addition, efforts should also be made to ramp up Beijing's capacity in international communication, provide better audiovisual contents and double down on interpreting Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, showcasing China's image as a major country and the CPC's image as a major party, and demonstrating the style and charm of Beijing. The "market operation + policy support" model can be employed to create more Beijing-themed programs through China-foreign cooperation. More communication channels should be set up together with various platforms and events for international audiovisual exchanges. New technologies should be fully tapped into to help improve the outcomes of communication and promote the application of audiovisual technologies and scenarios overseas, thus enabling China's audiovisual technology standards and equipment manufacturing to go global. The ecosystem of the new audiovisual media industry should be improved by training more professionals and engaging the public to tell China's stories and spread China's voice via the lens of Beijing's role as a center for international exchanges. Relevant services should also be ensured with greater alertness to risks.
Furthermore, more support should be given to community-level governments in exploring reforms that can deliver on the requirements of the Party Central Committee, practical imperatives, and expectations of communities. Such reforms should be based on people's concerns, driven by the motivation, originality and practical insights of community-level officials, and reflect the realities and features of local conditions. A sound mechanism should be established for the early discovery of innovative measures and practices at the primary level so that ground-breaking practices that have proven effective and replicable can be analyzed and promoted in a timely manner. Greater coordination should be achieved by synergizing the Office of the Commission for Deepening Overall Reform of the CPC Beijing Municipal Committee, relevant task forces, municipal departments, and district authorities to maximize the effect of primary-level reform and innovation in driving overall reform and innovation.
Seven special inspection reports have been reviewed in written form, including the "Implementation Plan of Beijing on Accelerating the Building of a Global Model City of Digital Economy", "Implementation Plan on Improving the Governance of Large and Densely Populated Sub-districts, Towns and Townships", "Guidelines on Promoting the Development of Specialized, High-End, and Innovation-Driven Small and Medium-sized Enterprises that Provide Distinctive Products and Services in Beijing", "Pilot Measures on Funding Management Reform for Research Project of Beijing Natural Science Foundation", "Implementation Plan on Accelerating the Integration and Development of Media in Beijing", "Guidelines on Promoting the Sound Development of Beijing's E-Sports Industry", and "Guidelines on the City-Wide Designation of Forest Chiefs".
Attendees also included members of the Commission for Deepening Overall Reform of the CPC Beijing Municipal Committee. Officials from other relevant agencies sat in on the session.
