Good morning. It gives me great pleasure to meet you and brief you on Beijing’s endeavors in promoting high-quality social and economic development by leveraging its strategic role as the national capital. I wish to begin by extending, on behalf of the CPC Beijing Municipal Committee and Beijing Municipal Government, our heartfelt appreciation for your long-standing attention and support.
黨中央對(duì)北京高質(zhì)量發(fā)展高度重視，習(xí)近平總書(shū)記多次視察北京，親自為關(guān)系首都長(zhǎng)遠(yuǎn)發(fā)展的重大問(wèn)題、重要規(guī)劃、關(guān)鍵事項(xiàng)把關(guān)定向。我們堅(jiān)持一張藍(lán)圖干到底，畫(huà)好“工筆畫(huà)”，打造“實(shí)景圖”。去年，全市地區(qū)生產(chǎn)總值增長(zhǎng)5.2%、經(jīng)濟(jì)總量達(dá)到4.4萬(wàn)億元，一般公共預(yù)算收入增長(zhǎng)8.2%、超過(guò)6000億元，人均地區(qū)生產(chǎn)總值、萬(wàn)元地區(qū)生產(chǎn)總值能耗水耗保持全國(guó)省級(jí)地區(qū)最優(yōu)水平，北京高質(zhì)量發(fā)展邁出堅(jiān)實(shí)步伐。
The CPC Central Committee attaches great importance to Beijing’s high-quality development. General Secretary Xi Jinping has conducted several inspection tours to Beijing and made important remarks regarding Beijing on multiple occasions, providing personal guidance on the capital’s key issues, critical plans and priorities. In alignment with the grand blueprint laid out by the General Secretary, we have broken down the overall vision into specific actionable tasks, persistently working to bring this vision into a full reality.
Last year, Beijing’s Gross Regional Product (GRP) grew by 5.2% from the previous year to 4.4 trillion yuan. General public budget revenue increased by 8.2%, exceeding 600 billion yuan. Per capita GRP and labor productivity measured by output per worker remained the highest among provincial-level jurisdictions in China, while energy and water consumption per 10,000 yuan of GRP were the lowest. All in all, solid progress has been made in the capital’s high-quality development.
今年是新中國(guó)成立75周年，是實(shí)現(xiàn)“十四五”規(guī)劃目標(biāo)任務(wù)的關(guān)鍵一年。北京市將認(rèn)真貫徹中央經(jīng)濟(jì)工作會(huì)議精神和全國(guó)“兩會(huì)”部署，牢牢把握?qǐng)?jiān)持高質(zhì)量發(fā)展這個(gè)新時(shí)代的硬道理，牢牢把握推進(jìn)中國(guó)式現(xiàn)代化這個(gè)最大的政治，堅(jiān)持穩(wěn)中求進(jìn)、以進(jìn)促穩(wěn)、先立后破，深化“五子”聯(lián)動(dòng)服務(wù)和融入新發(fā)展格局，奮力推動(dòng)新時(shí)代首都發(fā)展。
This year marks the 75th anniversary of the People’s Republic of China. It is also a crucial year for achieving the objectives and tasks laid down in the 14th Five-Year Plan. As we forge ahead, we will act on the guiding principles of the Central Economic Work Conference, and fully implement the plans made at the annual NPC and CPPCC sessions. With high-quality development as our top priority in the new era and Chinese modernization as our principal political objective, we will stick to the general principle of seeking progress while maintaining stability, promoting stability through progress, and establishing the new before abolishing the old. We will further incorporate the Five Key Initiatives into the new development dynamic and redouble efforts to promote the capital’s development in the new era with a focus on the following areas:
一是著力優(yōu)化提升首都功能，在推進(jìn)京津冀協(xié)同發(fā)展上展現(xiàn)北京作為。今年是京津冀協(xié)同發(fā)展戰(zhàn)略實(shí)施10周年，我們將深化落實(shí)北京城市總體規(guī)劃，不斷完善激勵(lì)約束政策體系，堅(jiān)定有序疏解非首都功能，優(yōu)化中央政務(wù)環(huán)境和城市人居環(huán)境；我們將以分內(nèi)之事支持雄安新區(qū)建設(shè)，一年一個(gè)節(jié)點(diǎn)持續(xù)推動(dòng)城市副中心發(fā)展，攜手津冀共同打造交通一體、生態(tài)共建、服務(wù)共享、功能協(xié)同的首都都市圈，加快建設(shè)中國(guó)式現(xiàn)代化的先行區(qū)、示范區(qū)。
First, we will reinforce Beijing’s role as the national capital to actively fulfill our responsibilities in promoting Beijing-Tianjin-Hebei coordinated development. This year marks the 10th anniversary of advancing Beijing-Tianjin-Hebei coordinated development. With further implementation of the Master Plan of Development for Beijing (2016-2035), we will improve the incentives and set mandatory targets to relieve Beijing of its non-capital functions in an orderly way, bolster support for the central authorities’ functions, and enhance the city’s overall living environment. We will continue to support Xiong’an New Area as if their endeavors are part of our own duties, and use well-conceived annual targets to drive the high-quality development of the Beijing Municipal Administrative Center (BMC). We will, in collaboration with Tianjin and Hebei, develop a metropolitan area for greater Beijing featuring integrated transport networks, coordinated eco-conservation actions, and seamless sharing of public services. Our goal is to turn Beijing-Tianjin-Hebei region into a pilot and demonstration zone for Chinese modernization.
二是著力加強(qiáng)國(guó)際科技創(chuàng)新中心建設(shè)，在發(fā)展新質(zhì)生產(chǎn)力上發(fā)揮北京優(yōu)勢(shì)。我們將統(tǒng)籌教育科技人才資源，培育壯大各類(lèi)科技力量，持續(xù)深入實(shí)施基礎(chǔ)研究領(lǐng)先行動(dòng)、關(guān)鍵核心技術(shù)攻堅(jiān)計(jì)劃，前瞻布局未來(lái)產(chǎn)業(yè)新賽道；以科技創(chuàng)新引領(lǐng)現(xiàn)代化產(chǎn)業(yè)體系建設(shè)，加快推進(jìn)集成電路、新能源汽車(chē)、生物制造等一批標(biāo)志性項(xiàng)目，鞏固擴(kuò)大人工智能、高級(jí)別自動(dòng)駕駛等行業(yè)領(lǐng)先優(yōu)勢(shì)，著力打造全球數(shù)字經(jīng)濟(jì)標(biāo)桿城市；加快完善創(chuàng)新生態(tài)體系，壓茬推出新的中關(guān)村先行先試改革政策，扎實(shí)推進(jìn)世界領(lǐng)先科技園區(qū)建設(shè)，為北京高質(zhì)量發(fā)展聚勢(shì)賦能。
Second, we will enhance the development of Beijing as an international innovation center to fully unleash the city’s strengths in nurturing new quality productive forces. We will lean into the education, technology and talent resources in Beijing to bolster our country’s strategic scientific and technological strength. We will implement action plans to secure the city’s leading position in basic research and achieve breakthroughs in core technologies in key fields. Forward-looking plans will be adopted to open up new grounds in future-oriented industries. We will build an innovation-led modern industrial system and accelerate a number of landmark projects in such sectors as integrated circuit, new energy vehicles and bio-manufacturing. We will cement and expand our lead in artificial intelligence, high-level autonomous driving, among other domains, to establish Beijing as a global pacesetter in the digital economy. We will work faster to improve the innovation ecosystem. Pilot reform measures for the Zhongguancun Science Park will be implemented on a rolling basis to elevate it into a world-class science park that better empowers the capital’s high-quality development.
三是著力打造美麗中國(guó)先行區(qū)，在打好污染防治攻堅(jiān)戰(zhàn)上體現(xiàn)北京力度。我們將協(xié)同推進(jìn)降碳、減污、擴(kuò)綠、增長(zhǎng)，以更大力度打好藍(lán)天保衛(wèi)戰(zhàn)，鞏固提升空氣質(zhì)量改善成效；積極穩(wěn)妥推進(jìn)碳達(dá)峰碳中和，持續(xù)優(yōu)化能源結(jié)構(gòu)，擴(kuò)大外調(diào)綠電規(guī)模，力爭(zhēng)綠電占比達(dá)到25%；深化全域國(guó)家森林城市建設(shè)，增添公園城市生機(jī)活力，規(guī)劃花園城市美麗圖景，讓市民盡享游園之趣，讓城市綻放自然之美。
Third, we will strive to become a model zone for building a Beautiful China, demonstrating our resolve in fighting against pollution. We will cut carbon emissions, reduce pollution, expand greenery, and pursue economic growth in a coordinated way.We will exert ourselves to keep the skies blue and consolidate our gains in air quality improvement. We will work actively and prudently toward the goals of reaching peak carbon emissions and carbon neutrality. To further improve the energy mix, we will scale up green electricity transmission to our city and work to raise the share of green electricity to 25%. Building on our success in turning Beijing into a national forest city, we will enhance the vibrant landscape of this city with numerous parks. By transforming Beijing into a garden city, we offer our citizens the joy of immersive, picturesque environments and the natural beauty of the city.
四是著力抓好“兩區(qū)”建設(shè)，在推進(jìn)改革擴(kuò)大開(kāi)放上深化北京探索。我們將加速落實(shí)新一輪國(guó)家服務(wù)業(yè)擴(kuò)大開(kāi)放綜合示范區(qū)建設(shè)方案，深入推進(jìn)自貿(mào)試驗(yàn)區(qū)提升行動(dòng)，再形成一批可復(fù)制、可推廣的改革經(jīng)驗(yàn)；著力打造營(yíng)商環(huán)境“北京服務(wù)”品牌，推出更多直達(dá)快享、免申即享的惠企措施，努力營(yíng)造穩(wěn)定、公平、透明、可預(yù)期的一流營(yíng)商環(huán)境。
Fourth, we will advance the “two zones” development to further explore Beijing’s paths towards more in-depth reform and wider opening-up. We will expedite the implementation of the latest work plan for the Integrated National Demonstration Zone for Greater Openness in the Services Sector and further develop the China (Beijing) Pilot Free Trade Zone to cultivate more experiences that can be replicated and scaled up. We will make “Beijing services” a recognizable brand representing excellent governmental support for doing business, by introducing more favorable policies that are readily and swiftly accessible with no requirement for enterprises to file applications. In doing so, we aim to create a world-class business environment characterized by stability, fairness, transparency, and predictability.
五是著力保障和改善民生，在提升城市精細(xì)化治理水平上塑造北京品質(zhì)。我們將緊扣“七有”要求和“五性”需求，深化接訴即辦改革，努力解決群眾操心事、煩心事和揪心事；加強(qiáng)交通綜合治理，爭(zhēng)取中心城區(qū)綠色出行比例達(dá)到75%；更加關(guān)注解決“老老人”“小小孩”問(wèn)題，為失能失智老年人提供更多照護(hù)支持，面向3歲以下幼兒新增普惠托位1萬(wàn)個(gè)；根據(jù)群眾看病就醫(yī)需求，不斷深化“三醫(yī)聯(lián)動(dòng)”改革；建設(shè)籌集保障性租賃住房7萬(wàn)套，竣工各類(lèi)保障性住房8萬(wàn)套；更好統(tǒng)籌發(fā)展和安全，加快推進(jìn)災(zāi)后恢復(fù)重建，強(qiáng)化韌性、智慧、宜居城市建設(shè)，以實(shí)實(shí)在在的工作成效，持續(xù)提升群眾獲得感、幸福感和安全感。
Fifth, we will ensure and improve people’s wellbeing to establish Beijing as a model for precision governance. By focusing on improving people’s well-being in seven aspects and meeting their expectations for a better life in five areas, we will enhance our reform in delivering swift responses to public complaints, to effectively address issues that our people are most concerned about. We will ensure comprehensive management of the city’s transport system, with the goal of raising the rate of green commuting to 75% in the downtown districts. More will be done to support dependent elders and toddlers, including expanding care services for elderly individuals with physical and mental challenges, and adding 10,000 public-interest nursery slots for children under the age of three. We will continue to deepen the integrated reform of medical treatment, medical insurance, and medicine supply, to better meet the healthcare needs of our citizens. A total of 70,000 units of rental housing for low-income groups will be made available, and 80,000 units of government-subsidized housing will be delivered. To ensure both development and security, we will make our city more resilient, intelligent, and livable while advancing post-disaster recovery and reconstruction efforts. Our goal is to ensure that our people experience a growing sense of fulfillment, happiness, and security through solid improvements in our work.
